yesterday the putting together on an inter-agency basis task forces work groups and committees By JERRY ROBBINS Pru-Sclmltar Public Service Director administration has developed a comprehensive plan to help distressed rural areas the red tape" that leads to federal dollars must make our small towns economically viable and healthy in order to help our big Watson told a meeting of the black mayors He said some 50 million Americans live outside metropolitan areas and deserve the same rights afforded urban dwellers Carter has asked me to start that will start unraveling some of the red tape the paper work that make federal programs and dollars more accessible to the small community the rural town that so desperately need that he said Watson announced the administration will fund a $27 million program to assist low income rural areas obtain water and sewer services He said the funds will go to 27 organizations in various parts of the country as part of rural development initiatives announced in December The fates have been kind to Leanne Cochrum who will be in Memphis to participate in the Mid-South Spelling Bee sponsored by The Press-Scimitar at Tech High School on May 4 Leanne daughter of Mr and Mrs Donald Cochrum of Hickman Ky almost missed her county spelling bee She was defeated in her school contest at Hickman Middle School and have been participating in the Fulton County Spelling Bee where the fates stepped in Andy Lucy the speller who defeated her in that local school contest came down with a severe case of chicken pox shortly before the spelling bee and had arrangements Bank Robbers Net $4744 in Rossville Law enforcement officials are continuing their search for two armed men who robbed the Rossville Savings Bank in Fayette County of $4744 Officers said a number of shots were fired in the robbery yesterday afternoon apparently by the bandits as they fled However no customers or bank employees were hit by the gunfire department officers from Shelby labs throughout Louisiana looking for a dangerous chemical used in bombs and hand grenades in World War II "If properly taken care of not dangerous but when it becomes old it gets Lt Billy Poe a state police explosives expert said last night He said the chemical called picric acid has been found in 17 schools And he said all of it found so far is old Poe would not give the location of the schools saying he did not want to start a panic Three of the schools however were in West Monroe Sterlington and Newell-ton all in northern Louisiana "We want to alarm the public" Poe said will start picking it up Sunday or Monday and we will destroy Poe said the chemical apparently was used in the past for experiments in high school laboratories He said authorities were alerted to the potential danger by officials at a school in south Louisiana He said that one official read in an education magazine about a similar problem at schools in another state He said the official checked his school found picric acid and called the state police deputies and state police troopers were ordered last night to begin visiting every school in the state to search for the chemical Poe said the substance also goes by the name of trinitrophenol and was widely by the Japanese in bombs and hand grenades It was not immediately clear why school labs would be equipped with such a chemi cal but Poe said he Recreation Klondyke The proiect is concerned with providing minor andor major rehabilitation to the physical environment Klondyke's Transportation improvements will include the installation andor with new play equipment and the addition of a new park on Lewis Street The Lewis Street park will require the acquisition of approximately 7 structures and parcels and 49 vacant parcels many of them tragments eft when the Interstate was constructed The Lewis Street Park will elude a paved multi-purpose court an open play field a tot lot and picnic facilities The estimated cost tor the Transportation Environment and Parks and Recreation Project is $1129200 tor the NSA The Klondyke NSA is located in Northwest Memphis Tennessee and encompasses 348 acres (54 square miles) It is bounded by Chelsea and Lick Creek to the North Jackson to the South Watkins to the East and Breedlove to the West STATEMENT OF FINDING It is found that a Request for Release ot Funds for this project is not an ac tion which will significantly affect the quality of the human environ ment JUSTIFICATION OF FINDING A systematic review has been conducted of the probable impact of certain environmental factors upon the pro iect and the probable impact of the project upon certain environmental factors Project modifications and alternatives were considered and it is determined that the project will result in no significant environmental impact for the following reasons 1 Adverse impacts to the noise quality pedestrian and vehicular traffic flow and solid waste accumulation will result from the im plementation ot the project but these impacts will be temporary and confined to a small area 2 Historical areas of significance will not be affected since none are in the area 3 The project activities will not have an impact of any magnitude on soil stability or composition nor do the soil conditions place constraints on the proposed project 4 The installation of handicap ramps will increase the mobility and accessibility of 1 of the Klondyke NSA population 5 A temporary social disorientation will occur through relocation activities 6 The possibility of earthquakes exists but the proposed project will not increase the exposure of area residents to this hazard and the probability of seismic occurences within the area is low 7 Air pollution is a condition that exists throughout the urban area and is not considered a severe problem The levels of some pollutants exceed allowable standards but plans are being made to alleviate this condition as much as possible 8 The neighborhood's recreational facilities will be enhanced through the development of the Lewis Street Park The development ot the park will improve the appearance eliminate blighting factors and increase land use compatibility 9 The installation ot traffic control devices and the resurfacing ot streets will improve safety condi tions within and adjacent to the neighborhood These improve ments will not substantially in crease the traffic flow in fhe neighborhood 10 The project does not meet the Environmental Impact Statement requirements that are found in 24 CFR 5825 (a) (b) An ENVIRONMENTAL REVIEW
